Russia, which in Soviet times had a system in which "business" was controlled by the state, is now creating a system in which individual entrepreneurs can start their own small businesses. Such small business owners often become the people who help to build a civil society—they are interested in issues like local government, taxes, the quality of schools, and how often the trash is collected. A particular need exists for student volunteers who have studied business, computers, or hotel and restaurant management, or who have worked in their families’ small businesses, who can bring their perspectives to Russians who are trying to create societal change through business and economic development. In Moscow, there are also opportunities to provide direct human care to people in need, such as helping youth at a home for abandoned children or providing assistance to the elderly, ill, or disabled.
